The Latin American Faculty of Social Sciences (FLACSO) is an international organization made up of 18 Member States that currently develops academic activities in 13 countries in Latin America and the Caribbean. FLACSO was created in 1957. Since that date, it has established itself as an international Latin American and Caribbean organization, academic, autonomous, dedicated to the promotion, teaching, research, and cooperation in the field of Social Sciences. FLACSO was originally developed only in Chile (1957-1974). From 1974 it began its geographical expansion, which is currently expressed in the seven Headquarters and six Academic Programs. FLACSO has made an important contribution to the development of Social Sciences in Latin America and the Caribbean. It has trained around 10,000 specialists, professors, and academics throughout its history. Since its inception it has been conceived as an autonomous regional space for the production of new knowledge; as a meeting point, dialogue, and cooperation between academia and the world of public policy, and as a privileged space for the contribution to integration and development in Latin America and the Caribbean. Martín A. Malharro He was born in the city of Azul, on August 25, 1865. His artistic tendencies are manifested at the age of fourteen when he travels to Buenos Aires where he works to earn a living. He changes his last name from Mailharro to Malharro. He began drawing studies at the Asociación Estímulo de Bellas Artes under the direction of Francisco Romero in 1882. As a livelihood, he designs cigarette labels, business cards, letterheads, etc. In 1890 he spent a long time in the ranch of Dr. José Ramos Mejía, where the experiences carried out in the open air in front of the Pampean plain, prepared the ground for contact with impressionism. The Technological Institute of the South was created on October 9, 1946, through provincial law No. 5051, beginning its activities under the academic dependence of the National University of La Plata. In 1947 the Nation and the province of Buenos Aires signed an agreement by which both would contribute the funds for its operation and maintenance. On February 12, 1948, then-President Juan D. Perón appointed Dr. Miguel López Francés as Rector, who should adopt the necessary measures for his organization. UNS staircase official inauguration of the ITS took place on February 20, 1948. The university category was granted to it in 1950, but it was abolished in 1952, returning it to depend on the Ministry of Economy of the Nation. The first graduate of the Institute was the engineer Nereo Roberto Parro, in 1953, who was a native of Tornquist. In 1955, after the fall of the Perón government, Professor Pedro González Prieto was appointed as its auditor, and negotiations with the national government began to acquire the status of a national university.
